What Is a Master Zoning Plan?
The master zoning plan, usually at 1/5000 scale, shows the general land-use decisions of a city or region: residential, commercial, industrial, tourism, green areas, main roads and social facilities.
What Is an Implementation Zoning Plan?
The implementation plan, usually at 1/1000 scale, is the detailed plan prepared in line with the master plan. It contains parcel boundaries, roads, floor area ratio, number of floors and building order. It directly determines how much and how you can build on a plot.
Plan Hierarchy
Higher-scale plans guide lower-scale ones. The implementation plan cannot contradict the master plan. Where no implementation plan exists yet, the master plan indicates the intended use but does not create building rights.
How to Read a Plot's Building Rights
- Obtain a zoning status certificate from the municipality using the block and parcel number.
- Check the general land-use decision in the master plan.
- Review floor area ratio, height and setbacks in the implementation plan.
- Check for road, green area or expropriation effects.
Common Mistakes
Many buyers look only at the master plan and assume the land is open to construction. Without an implementation plan, a building permit may not be possible. Always confirm the current plan status with the municipality.
